Montgomery County Commission Gets Update on Grant

A new presidential administration puts a new wrinkle in a grant proposal for Montgomery County.

The County has been taking steps to submit a proposal for a grant from the U.S. Department of Transportation to provide funding for a major road project planned for the area near the Bartlett Soybean Plant. Boil Water Advisory Issued for West Mineral

The Kansas Department of Health and Environment has issued a boil water advisory for the City of West Mineral in Cherokee County.

Customers of the public water supply system in West Mineral should boil water for at least one minute prior to consumption, dispose of ice cubes from trays and automatic ice makers, and disinfect dishes and food preparation surfaces.

KDHE officials issued the advisory because of possible bacterial contamination within the water tower following maintenance and notification that the waterline feeding the City system was taken out of service to allow for repair a waterline  break resulting in an expected loss of pressure in the distribution system. This requires the use of the untested water currently stored in the tower.

OK AG Requests for Murderer to be Transferred from Federal Prison to OK

Oklahoma Attorney General Gentner Drummond requests that a convicted murderer be transferred from a federal prison in Louisiana so that a death sentence can be carried out in Oklahoma.

60-year-old George John Hanson was convicted of murder of the August 1999 kidnapping and shooting death of 77-year-old Mary Bowles. Hanson kidnapped the woman from a Tulsa mall and took her to an isolated dirt pit near Owasso where he shot her. Hanson’s accomplice, Victor Miller, then killed Jerald Max Thurman, who was at the scene and witnessed the crime.

Hanson is currently serving a separate life sentence in federal prison for a bank robbery. He was scheduled for execution in Oklahoma on Dec. 15, 2022, but the Biden Administration had refused to transfer him. Earlier this week, President Trump issued and executive order reversing that policy.

In a latter to the Federal Bureau of Prisons, Drummond called the prior administration's refusal to transfer Hanson to Oklahoma the epitome of subverting and obstructing a capital sentence.

Coffeyville Teacher Arrested on Drug Charges

An educator working within USD 445 is arrested on drug-related charges.

According to the Montgomery County jail roster, 57-year-old Robin Denise Thompson was arrested yesterday afternoon by the Coffeyville Police Department on charges of possession of opiates, opium, narcotics or another stimulant, possession of marijuana and use or possession with intent to use drug paraphernalia into the human body. According to the Kansas State Board of Education, Thompson is a licensed high-incidence special education teacher. She was working within the district at the time of the incident, but is employed by Tri-County Special Education according to USD 445 Superintendent Dr. Craig Correll.

Dr. Correll sent a letter to parents and staff, saying the incident at Field Kindley high school yesterday required police involvement, but assures everyone that no students were involved and that student safety remains their highest priority. He says school and district administration have been and will continue to work with and assist local law enforcement. Correll spoke with KGGF News and says all personnel matters are confidential, so he is not at liberty to discuss the issue.  Thompson now awaits a formal hearing in Montgomery County and is presumed innocent unless proven guilty in court.

Boil Water Advisory Rescinded for Bourbon Co. RWD #4

The Kansas Department of Health and Environment has rescinded a boil water advisory for the Bourbon County Rural Water District #4 public water supply system located in Bourbon County.

The advisory was issued because of a loss of pressure due to an equipment malfunction at the water treatment plant. Failure to maintain adequate pressure may result in a loss of chlorine residuals and bacterial contamination.

Regardless of whether it’s the supplier or KDHE that announces a boil water advisory, KDHE will issue the rescind notice following testing at a certified laboratory.

Drinking water samples collected from the Bourbon Co. RWD #4 indicate no evidence of bacteriological contamination and all other conditions that placed the system at risk of contamination are deemed by KDHE officials to be resolved.

Neodesha City Commission Argues Sidewalk Repairs Near Schools

The Neodesha City Commission is considering whether or not to use city funds to repair sidewalks near the city's school.

At the most recent city commission meeting, a Neodesha citizen suggested using leftover grant money to do some much-needed repairs to sidewalks near the elementary schools. He says the amount of work wouldn't be much.

According to Kansas law, sidewalk repair is the responsibility of the homeowner. Another citizen says it wouldn't be fair to repair these sidewalks and not do it for other property owners.

The man also pointed out that city-owned sidewalks on Fourth Street are also in need of repair and might be a better use of the grant money. Commissioners decided to table the issue until the February 12th meeting.

Schmidt-Cosponsored Border Bill Passes Congress

A new border security bill cosponsored by freshman Congressman Derek Schmidt may soon be signed into law.

The Laken Riley Act passed the U.S. Senate on a 64 to 35 vote on Wednesday with twelve Democrats joining Republicans to approve the measure. The Senate-amended version of the bill includes language from another house bill called Sarah's Law. Schmidt co-sponsored both bills.

The Laken Riley Act requires the detention and deportation of illegal immigrants who commit offenses including theft, assaults on law enforcement, and other violent crimes. The measure now awaits President Trump's signature in order to become law.

“[The] passage of the Laken Riley Act is a strong first step to begin fixing the Biden border crisis. I was proud to cosponsor and vote for this legislation, and I’m confident it’s the first of many actions we will take this year to secure our borders,” said Schmidt. “Including portions of Sarah’s Law in this bill is personally important to me. As Attorney General, I prosecuted far too many cases where Kansans were harmed by illegal immigrants who were often under the influence of drugs or alcohol. It’s unacceptable and must stop. I look forward to President Trump signing this legislation, which will improve community safety in Kansas and across the country.”

Sarah's Law was named for 21-year-old Sarah Root who was killed by an illegal alien driving under the influence of alcohol in 2016. That bill, originally introduced in the House of Representatives, required U.S. Immigration and Customs Enforcement to detain any illegal alien who harms or kills an American citizen and ensures that these criminals are prosecuted to the fullest extent of the law. The Senate version of the Laken Riley Act strengthens the list of criminal offenses that subject illegal aliens to mandatory detention by adding “assault on a law enforcement officer” and “crimes that result in serious bodily injury.” Schmidt cosponsored similar standalone bills on each of these policies.

Another Costly Error From the Montgomery County Treasurer's Office

The errors from the Montgomery County Treasurer's Office continue.

A recent discovery of another error in figuring property taxes in Montgomery County will once again end up costing taxpayers to fix it. The issue affects parcels in Montgomery County that are eligible to attend schools in Fredonia or Neodesha. Those districts have different mill levies that were not included on the last property tax statement.

County Treasurer Nancy Clubine told the County Commission at this week's meeting that the errors can be fixed by hand or the county can pay to have the software company Comtech fix them. Clubine says fixing them by hand would be difficult.

Clubine adds that the error must be fixed by law.

The commission voted unanimously to spend $4,500 to have Comtech fix the error. This comes on top of a similar expenditure of $22,000 in December to correct another error on county property tax statements.

The building was a total loss and so were several pieces of large equipment stored there, including a mini excavator and a backhoe. This week, the Broken Arrow City Council approved a measure to help out their fellow city. Council members voted to transfer a mini-excavator from their fleet to Nowata. While the excavator is used with 7,000 hours of operation and more than a few bumps and bruises, Broken Arrow says it still has some life in it and will prove useful to the City of Nowata.

Nowata City Council Member Dean Bridges was at the meeting and thanked Broken Arrow for their help, stating that the Nowata would put the machine to good use in rebuilding their Public Works.

Judge Orders Sale of Bartlesville's Price Tower

A Washington County, OK, a judge has ordered Bartlesville's Price Tower to be sold to the McFarlin Group for $1.4 million.

Associate District Judge Russell Vaclaw made the ruling during an emergency hearing yesterday/Tuesday morning.

The case began in September 2024 when Tulsa-based McFarlin Building, LLC, claimed that the President of Copper Tree and secretary of Green Copper Holdings, the deed owners of the Price Tower, Cynthia Blanchard signed a $1.4 million contract on May 23 to sell the Tower to McFarlin.

The lawsuit claimed that the ownership group of the Price Tower breached the terms of the agreement by removing property and artifacts, and for putting the skyscraper up for auction. McFarlin also claims the Price Tower is in “peril” because there is allegedly no insurance on the building, no adequate fire escapes and no active fire suppression system. Utilities have also been turned off.

Vaclaw ordered that the $1.4 million will be held by the court in a fund until all claims, liabilities, and debts are settled. The judge also ordered that any money received from Blanchard selling Price Tower artifacts must either be paid back or deducted from the purchase agreement.

There will be another court date set in February.

Be Prepared for Cold Weather

As the cold weather settles in around the area, there are still those who must be outside because of work or other obligations.

Dr. Ravi Johar of United Health Care says, for those people who have to be outside in the cold weather, make sure to dress warmly and limit exposed skin.

With dangerously low temperatures comes the risk of frostbite and hypothermia. Johar says to pay attention to how you feel and watch for warning signs that you are getting too cold.

For those who must be outside during the cold weather, take frequent breaks to warm up and drink warm liquids. Wear layers of loose-fitting clothing and know the signs of cold stress which include reddening skin, tingling, pain, swelling, leg cramps, numbness, and blisters.

Should You Warm Up Your Car in Cold Weather?

We've all heard the advice that you should let your car warm up on cold winter mornings because it will run better.

But is that really true?

The car experts at the American Automobile Association say it isn't. Triple A says you should start your car and let it idle just long enough to put on your seatbelt. This ensures that the motor oil gets to all of the engine's vital parts and lubricates them adequately. Driving the car normally and avoiding hard acceleration warms the engine faster and also reduces wear and exhaust emissions. However, a little longer idle time is perfectly fine while clearing ice and snow from your car. It can also make the trip a little more pleasant for the occupants.

Ways to Stay Warm if The Heat Goes Out

Extreme cold can be dangerous especially if you find yourself with a broken furnace.

There are ways to stay warm if your heat goes out when it's very cold. One way is to use an alternative heat source. If your home has a gas, electric, or wood-burning fireplace, you have a built-in secondary heat source. Portable space heaters can also be used to warm up small spaces and rooms. They do require a lot of power to run, so be careful not to overload you electrical system by using too many. And, never leave a space heater unattended because it can pose a fire hazard. Focus on warming one room of the house to minimize the heat that must be produced.

Block cold air by adding temporary insulation over doors and windows by hanging blankets over them or closing the drapes tightly. A rolled-up towel or blanket placed along the bottom of a drafty door or window will also help keep out the cold.

Wear extra layers of clothing and use blankets and sleeping bags for warmth. Drink warm liquids and eat hot soup to warm up from the inside. Moving around and staying active will also help. While sleeping, use heating pads and heated blankets to warm your sleeping area, though it is safest to turn these things off before you fall asleep. Hot water bottles are also a good alternative.

Some methods of heating your home are dangerous and should be avoided. Do not use a gas stove or oven as it could cause a dangerous build-up of carbon monoxide. Outdoor grills should be avoided for the same reason. Do not use fire pits to start any type of open flame inside the house.

Remember that all temporary heat sources should never be left unattended.

Drummond argued in the petition filed this week that the rule exceeds the EPA’s statutory authority and that it’s an unlawful abuse of discretion. Drummond called the tax a last-ditch, unlawful effort by the Biden Administration to attack the Oklahoma oil and gas industry.

Arkansas, Kansas, Missouri, and Texas are among the other other states that have joined the lawsuit.

Bartlesville Police Forum on Flock Cameras Draws Large Crowd

More than 100 people attended a two-hour-long forum at Oklahoma Wesleyan University last evening on the Bartlesville Police Department's use of Flock Automated License Plate Reader cameras.

Attendees heard presentations from District Attorney Will Drake on the legal questions about using the technology, Bartlesville Police leaders on how the department is using the cameras, representatives from Flock Safety and a Tulsa Police Department homicide detective, who also uses the cameras to provide evidence that helps solve crimes.

BPD Captain Daniel Elkins says the city has nine cameras installed with a 10th camera on the way. The system costs $3,000 per year for each camera. The cameras take still photos of license plates and the rear end of vehicles as they pass a location where they are installed. The cameras do not take video. Those photos are stored for 30 days before automatically being deleted.

Elkins says there are procedures in place on who is allowed to access the photos and how they are used to provide evidence.

Elkins and BPD Chief Kevin Ickleberry say the cameras have been key in helping to solve two local murder cases and a kidnapping case.

The panel also fielded several in-person questions during the forum, causing some friction, especially with one attendee who was warned that he would be asked to leave if he didn't allow people to answer questions.

Elkins says the administration will use monthly internal audits to make sure the camera system is being used legally and appropriately.

Montgomery and Washington Counties are able to share information on an as-needed basis through the FLOCK system.

Kansas Looks To Improve Railroad Crossings

Combined with $413,000 in matching funds from the Kansas Infrastructure Hub and Build Kansas Fund, plus over $400,000 in local contributions, the investment totals more than $4 million.

One of the projects receiving funding is a collaboration between the cities of Spring Hill, Fontana, and Fort Scott to improve railroad crossing safety along the BNSF Fort Scott Subdivision. The total project cost is just over $2.1 million.

Governor Laura Kelly says that improving railroad crossings in Kansas is crucial for enhancing safety and connectivity in communities, adding that these planning grants will not only improve railroad crossing safety but also strengthen the entire state’s transportation network.

Two Southwest Missouri Counties Rank High for Road Deaths

Two counties in Southwest Missouri are in the top five in the Show-Me State for driver and pedestrian fatal crashes.

Personal injury attorneys Foster Wallace took data from the National Highway Traffic Safety Administration on the number of drivers and pedestrians involved in fatal crashes in Missouri counties between 2018 and 2022.

McDonald County ranks third on the list of most dangerous Missouri counties for drivers. In the time frame, the county saw 25.43 drivers involved in fatal crashes per 10,000 people. Barry County was fourth on the list 22.89 drivers involved in fatal crashes per 10,000 people.

Check weather and driving conditions before you leave and make sure your vehicle is in roadworthy condition, in particular, check the brakes are working properly, and follow basic driving safety rules - no texting or other distractions, obey speed limits, and ensure you’re well rested.

Stark Revisits Bill to Exempt Nonprofits from Sales Tax

An Oklahoma Representative files legislation to provide a sales tax exemption to certain nonprofits.

Marilyn Stark of Bethany has again filed House Bill 1171, which would provide a sales tax exemption to nonprofit organizations with $3 million or less in annual gross revenue. Alcohol and tobacco purchases would not be considered exempt purchases.

Stark says the dollar, whether donated or provided through a grant, doesn't have the same buying power it did five years ago. Allowing nonprofits to become exempt from sales taxes would be a great benefit to these organizations and the people they serve.

Stark ran similar legislation two years ago. This year's iteration, HB1171, is eligible for consideration in the upcoming legislative session, which begins February 3rd.

Plans are underway to invest settlement funds in the construction of a justice center in Tahlequah that would house the tribe’s Supreme Court, district court, and attorney general’s office, as well as a future district courthouse elsewhere within the tribe’s 7,000 square-mile reservation. New Rule Limits Reporters From Kansas House Floor

A significant rule changes limits media access to the Kansas House of Representatives for the upcoming session.

In a release issued by Speaker of the House Dan Hawkins, details were given on the new rules being imposed on journalists while the state Legislature is in session.

The new rule changes will limit where members of the media can observe House proceedings, with members of the media required to stay in the East Gallery for reporting. TV and regular cameras will be limited to the back wall or in the East Gallery only. No media will be allowed on the west side of the Chambers while the House of Representatives is in session.

Also, when division votes are taken, no photographs will be allowed, due to what Hawkins is calling “safety purposes”. Photographers will need approval from the speaker’s office or sergeant-at-arms to work from either gallery, and interviews will not be allowed in the House chamber during the session.

Allison Mazzei, president of the Kansas Association of Broadcasters, says the new rules represent a setback between the state government and local media.

The KAB is urging Kansas House leadership to reconsider the new rules, saying the move would demonstrate a commitment to transparency the role that free press plays in the state.

OK State Lawmaker Calls on Legislature to Address Issues in Jails

Oklahoma City Democrat Jason Lowe has called a recent report on conditions in the Oklahoma County Jail deeply disturbing. The facility failed more than six surprise health inspections since 2021. Many of those inspections were failed simply because jail administrators would not allow investigators to enter the facility. Lowe says this is an issue that should alarm all Oklahomans.

The CEO of the Oklahoma County facility Brandi Garner resigned last week. Garner stated in her resignation letter that her decision was not related to the recent health and safety report.

OK State Rep Refiles Bill to Move School Board Elections

An Oklahoma state representative has refiled a bill that would change the dates of school board elections in the State of Oklahoma.

Bixby Republican Chris Banning introduced the measure that would move school board elections to the same cycle as House and Senate elections. The bill would also modify the length of board members terms by making elementary district boards and independent district boards four years.

Under state statute, school districts must reimburse county election boards for all costs of school board elections. In 2023, these elections cost Oklahoma school districts a combined $16.8 million, taxpayer funds Banning said could go toward other purposes. School board elections in Oklahoma are currently held in February and April and usually have very low turnout.

Last year, Banning ran a nearly identical measure. That bill passed the House Elections and Ethics Committee but was not heard on the House floor. The new version of the bill will be eligible for consideration in the upcoming session of the Oklahoma legislature, which begins on February 3.

Bear at Independence Zoo Euthanized Due to Failing Health

Ralph Mitchell Zoo in Independence have lost a member of its animal family.

Officials announced on Saturday that one of the zoo’s Syrian brown bears has died. The female bear named Malika recently had a bi-annual veterinary exam that included blood work, weighing, and a detal exam and required her to be sedated for her safety and the vet’s. However, when the animal woke up, she struggled with the aftereffects of the sedation. Malika became unable to eat and grew weaker. Experts from Kansas State University were called in and a variety of treatments were tried. Staff at the zoo ultimately decided it would be more humane to euthanize Malika than to allow her to continue to suffer.

Tests conducted after her death revealed a kidney infection that was undetected prior to Malika being sedated. Wild animals often hide symptoms of being sick or injured as a survival instinct to protect themselves from predators. While the sedation did not cause Malika’s health to rapidly decline, it likely caused the infection to worsen.

The bear was 12 years old. Syrian brown bears in the wild have a life span of 20 to 25 years. Malika leaves behind her two sisters at the zoo, Samara and Amalia.

Ice and Cold Weather Can Bring Illness and Injury

With the recent ice storm and cold weather comes the risk of illness and accidents.

This type of weather can bring falls, slips, broken bones, head injuries, sprains, and strains and can send people to the emergency room. Dr. Ravi Johar says it can also bring an increased risk of heart attacks.

Johar says the cold weather combined with strenuous exercise can cause problems.

Johar adds that those with elderly relatives or neighbors should check in with those people during bad weather to make sure they are okay. If you should happen to find a person who has fallen and is injured, don’t try to move them. Instead, find a way to keep them warm and call 9-1-1.

Outdoor Pets and Cold Weather

The recent snowfall and cold weather means many of us have had to change some plans or modify behaviors to account for the inclement weather.

Coffeyville Friends of Animals Beck Barnhart reminds not to forget about our four-legged friends. Animals should be kept inside if possible. If pets must be outside, Barnhart says to make sure they have a warm shelter to protect them from the elements.

Outdoor animals should also have access to non-frozen food and water. In cold weather, pets need more calories to keep warm, so provide your animal with extra food. Check their paws for frostbite. In you walk your pet in the cold, when you return home, wash your pet's feet and stomach to remove any ince, salt, or chemicals.

Before starting your car, check around the tires and bang on the hood for any cats looking for a warm place to sleep.

Snow to Wrap Up This Morning

Snow is expected to wrap up this morning for the area.

Southeast Kansas remains under a winter weather advisory through 9 a.m., which includes Greenwood, Woodson, Allen, Cowley, Elk, Wilson, Neosho and Chautauqua Counties.

Areas of light to moderate snow will continue exiting eastward early this morning. Additional accumulations up to around one inch are possible over southeast Kansas. In Oklahoma, Osage, Washington and Nowata Counties are also under a winter weather advisory though noon. The rest of northeast Oklahoma, Southern Missouri, and northwest Arkansas are all under a winter storm warning through noon with additional snow accumulation possible. So far, around four inches of snow has been measured in Coffeyville.

Drivers should watch for slick and snow-packed roads, and give yourself extra time to reach your destination this morning.

CVR Energy Turnaround Ramping Up

Coffeyville will soon see a large influx in population.

While temporary, CVR Energy's turnaround has started, which is a periodic time when large maintenance and repair projects are completed at the refinery. Coffeyville Chamber of Commerce President Candi Westbrook says a few thousand people are expected to come into the area.

Westbrook says CVR expects the number of workers needed for the turnaround to peak by the end of February.

Is it Legal to Drive With Snow on Your Car in Kansas?

With the recent snowfall in the area, many drivers are wondering if it is legal to drive with snow on your car in Kansas?

Here is what Kansas law says:

 (a) No person shall drive any motor vehicle with any sign, poster or other nontransparent material upon the front windshield, side wings or side or rear windows of such vehicle which substantially obstructs, obscures or impairs the driver's clear view of the highway or any intersecting highway.

(b) No person shall drive any motor vehicle with a damaged front windshield or side or rear windows which substantially obstructs the driver's clear view of the highway or any intersecting highway.

The important part is that your windshield and side and rear windows need to be clear so you can see the road and other traffic.

As for the snow on your roof and hood...clearing that snow is helpful because it keeps snow and ice from flying off of your vehicle and hitting other cars. Clearing your hood will also help keep that snow from blowing onto your windshield and obstructing your view.

Remember to slow down, drive with your lights on, and leave plenty of room between you and the car in front of you.

Challenging Driving Conditions Continue

Challenging winter driving conditions are keeping first responders busy.

Around 4:30 this afternoon, the Kansas Highway Patrol, Montgomery County Sheriff's Office, Coffeyville Regional Medical Center EMS and the Dearing Kansas Fire Department responded to a two-vehicle accident on U.S. 166 just east of County Road 5500. Witnesses report the westbound truck was rear-ended by the car. No injuries were reported. Sheriff's deputies also assisted motorists with an eastbound SUV off in the ditch just east of CR 5500.

As the winter weather continues, drivers are urged to use extra caution and plan for greatly increased stopping distances until road conditions improve.

Montgomery County Officials Explain RAISE Grant, Address Concerns

Montgomery County holds a special townhall meeting to explain a potential project and address citizen concerns.

At Wednesday night's townhall meeting, Montgomery County Administrator Jonathan Booe explained RAISE grants and laid out the proposed road construction project the grant would support. RAISE stands for Rebuilding American Infrastructure with Sustainability and Equity. The funding comes through the U.S. Department of Transportation and is intended to be used for road, rail and transit projects. Booe says Montgomery County is applying for the grant for a major road project near the Bartlett Soybean Plant.

Booe says the project would help alleviate traffic congestion and reduce the risk of accidents on the roads surrounding the current Bartlett facility and the proposed Azure plant.

The estimated cost for the project would be around $15.5 million. The RAISE grant would cover 80% of that. another grant from the state would cover an additional $3 million, meaning that Montgomery County taxpayers would only have to cover about $155,000 of the total cost*. Booe went on to explain that if the county is not approved for the grant, a more limited version of the plan would still be put in place and that other grants could be obtained to help reduce the cost to taxpayers.

The complete presentation can be viewed here (fast forward to approximately 10:00 to the beginning of the presentation).

*A previous version of this story omitted the state grant and stated that the portion Montgomery County taxpayers would be responsible for would be $3 million

Osage Nation Seeks Federal Acknowledgment of Reservation

The Osage Nation filed a brief last week asking the federal government to reverse a 2009 decision that the Osage Reservation had been disestablished, citing the U.S. Supreme Court’s landmark McGirt case.

The motion, filed in the Tulsa federal district court yesterday, seeks relief from the court’s decision in Osage Nation vs. Irby that the Osage Reservation was disestablished when Oklahoma became a state in 1907, even though Congress never formally dissolved the reservation.

The Osage Nation has never accepted the validity of that decision and claim the U.S. Supreme Court’s 2020 McGirt decision, which re-affirmed reservation status for other Oklahoma tribes in criminal prosecution, should also apply to the Osage Nation.

The Irby case stems from a claim that an Osage Nation citizen who lives in Osage County — the boundaries of the Osage Reservation — should not pay income tax to the Oklahoma Tax Commission. The tribe agreed, stating the reservation has never been disestablished by Congress.

Schmidt Co-sponsored Border Security Bill Passes House

Kansas' newest Congressman quickly gets to work in the U.S. House.

Yesterday, the House of Representatives passed H.R. 29 also known as the Laken Riley Act that would help prevent criminal offenders from committing more severe crimes against U.S. citizens. The bill was co-sponsored by Congressman Derek Schmidt from the Kansas 2nd Congressional District in one of his first actions as a member of Congress.

The Laken Riley Act would require illegal aliens who commit property crimes to be detained for deportation while also providing state attorneys general standing to sue federal immigration officials who refuse to comply with federal immigration law, ensuring that states can protect their citizens regardless of presidential administration. The legislation is named for the 22-year-old college student who was tragically murdered by an illegal alien in February of 2024.

Schmidt encouraged the U.S. Senate to pass the bill so that it will be ready to be signed into law by President Trump when he takes office on January 20.

OK Tax Revenues Increase in December

The State of Oklahoma shows significant improvement in tax revenues for the month of December.

Income tax collections rose by 48% while sales and use taxes collections increased slightly. Gross production tax revenue climbed by more than 18%, signaling a temporary recovery by the state oil and gas sector. Motor vehicle tax revenue rose by 20%, demonstrating a strong demand in the auto market.

Recent Federal Reserve policies, including interest rate adjustments to combat inflation, have influenced consumer spending, investment activity, and business growth across the country. Higher borrowing costs have affected markets, but Oklahoma's December tax collections suggest that parts of the economy remain resilient. The state’s ability to sustain revenue growth despite these financial conditions reflects its diversified economy and steady employment levels.

Oklahoma State Treasurer Todd Russ stated that, while the state's revenue trends seem wobbly, the trend is typical for the current economic conditions caused by the Fed's adjustments.

Moline Receives Volunteer Firefighter Grant

The Moline Fire Department receives a grant for their volunteer firefighters.

Moline is one of 24 departments in Kansas that were awarded funding through the Kansas Volunteer Firefighter Grant Program administered through the Kansas State Fire Marshal's Office. The Moline Fire Department was awarded four sets of Personal Protection Equipment. One set of the life-saving equipment can cost as much as $16,000.

The grant was made possible by legislation passed by the Kansas Legislature and signed by Governor Laura Kelly.

State Fire Marshal Mark Engholm stated that Volunteer fire departments face equipment challenges because they do not have the funding to provide adequate safety equipment. Without new equipment provided by the recruiting fire department, potential volunteers are faced with not only donating their time but also providing their own safety gear, sharing gear with others, or doing without. He called having proper gear crucial for a firefighter's health and well-being.

Another round of winter weather is on the way, but mainly for southeast Oklahoma and northwest Arkansas.

Parsons City Commission Praises City Crews for Storm Response

This week's winter storm caused road closures and shutdowns across the state including here in southeast Kansas.

Roads crews across the area were out on the city and county streets, working to keep roads clear. KDOT Uses Beet Juice to Combat Icy Roads

Those traveling through central Kansas during the snowy weather may notice some unusual colors in the slush along Kansas highways.

That's because the Kansas Department of Transportation has been using beet juice to treat the icy roads in certain places. Crews have been using beet juice mixed with brine since Monday night to help treat snow and ice-covered roads. The unusual mixture helps control ice when temperatures drop into the single digits and also helps the mixture adhere to the pavement longer, making the mix more effective. It also allows roads to stay slushy longer, giving snow plow crews time to remove the snow.

Kansas Lineman Rescues Bobcat and Kitten From Utility Pole

Kansas Linemen have been busy over the past few days trying to keep the lights on for Kansans during the recent winter storm.

However, one lineman near the City of Norton was presented with an unusual problem on Sunday afternoon. While working to restore power, Dominic Urban discovered two Bobcats sitting on top of a power pole. The problem? The cats were stuck. Literally.

Urban says he was unable to dislodge the mother and her kitten from the pole because the mother cat was frozen to the pole. Temperatures in the Norton area on Sunday topped out at a high of 16 degrees with a sub-zero wind chill.

Urban thought quickly and crafted a crude snare from a piece of pipe and some rope. He says he was able to use that to secure the cats while he chipped away the ice surrounding the pair. He was then able to safely lower both cats to the ground, where they both fled into some nearby trees.

Power from the pole had to be averted before the cats could be rescued to avoid injuring the animals. The rescue operation took about two hours.

Debate Over Tribal Sovereignty and Jurisdiction Returns to Court in OK

The debate over tribal sovereignty and legal jurisdiction is heating up once again in Oklahoma.

The Tulsa County District Attorney's Office is charging a Cherokee citizen Dallas Stites with drunk driving on the Creek Turnpike with a small child in the car. This case comes on the heels of a recent ruling by the Oklahoma Court of Criminal Appeals that gave the State of Oklahoma concurrent jurisdiction over some crimes involving tribal members.

A December ruling in a similar case has allowed the state to proceed with the prosecution of an Osage citizen.

Tribal attorneys oppose the ruling, calling it an attempt to overturn the McGirt decision and a violation of federal law. The U.S. Department of Justice has also stepped into the argument and filed lawsuits against two Oklahoma district attorneys for prosecuting tribal citizens in certain cases.

The debate may mean that the question will once again end up before the U.S. Supreme Court.

NE KS Digs Out After Winter Storm; State Offices Remain Closed

Northeast Kansas begins to dig its way out from under the major winter storm that hit the area over the weekend.

The record snowfall in northeast and central Kansas caused road closures and businesses and schools to close on Monday. A record 14 inches of snow fell in Topeka, causing state offices to close. Those offices in Shawnee County will remain closed today after a declaration from Governor Laura Kelly. Appointing authorities in offices located outside Shawnee County have the option to declare Inclement Weather for those counties.

This means those who have business with state offices will have to go another day without the means to conduct those actions. This likely means another day under a boil water advisory for the City of Caney. The city is awaiting results of water testing that could lift the ban that was issued Saturday after a water main break.

The Kansas Department of Transportation re-opened I-70 in both directions yesterday afternoon. Students in the state's largest school district in Wichita will, however, get another snow day today as authorities say streets in the metro area remain hazardous.

Sunday Morning Power Outage in Independence

Many residents in Independence awoke early Sunday morning to find themselves without power.

The outage occurred around 3am Sunday morning south of the City of Independence. The outage affected customers near Independence Community College in Woodland View, on 58 Road and extended further south into the State Lake area. Residents across the four-state area have been on alert as the first winter storm of the year moved over the Midwest. However, sources indicate that this particular outage may have been caused by a downed power line. Evergy crews had power restored shortly before 5am.

Evergy has stated that in winter conditions, restoration times may be delayed as it takes much longer for the crews to get to the outage locations due to the road conditions and poor visibility. Crews are taking safety precautions and using safety equipment to avoid frostbite as the temperature drops. The power company adds that they prioritize outages to get the greatest number of customers on first.

Power outages can be reported to Evergy online or by calling 1-800-544-4857

Prepping Homes for Coming Winter Weather

Winter weather can create a lot of problems for homeowners.

Sun Groups Keith Beaumont says a properly insulated home is crucial.  Beaumont says another important step is making sure pipes don't freeze.

Beaumont says to disconnect any garden hoses and to make sure the sprinkler system is winterized. Check for any low-hanging branches or trees that could become a hazard when covered in snow or ice. Trimming them back can prevent damage to a home, roof or power lines.

Prepare Outdoor Pets for Below Freezing Temps

Freezing rain and snow are forecast for much of the area beginning tomorrow morning. K-State Meteorologist Chip Redmond says you should make sure your car is ready before the storm hits.

Arkansas Lawmakers To Address Daylight Saving Time

As state lawmakers head back to work in the new year, those in Arkansas may be discussing issues of daylight … saving time, that is.

As the Arkansas Legislature gets ready to begin its new session, Republican state representative Stephen Meeks wants to make changes to daylight saving time. Meeks will be introducing House Bill 1069 which would put Arkansas on standard time year round. The Greenbrier representative cites the negative impacts of the twice-yearly time change as the reason for his legislation. Meeks says there are negative economic impacts from the time change such as lost work or productivity. Currently, Arizona and Hawaii are the only two states that do not observe daylight saving time.

The 95 General Assembly of the Arkansas Legislature will convene on January 13.

KS AG Blocks Schools Bond Funding for Western KS District

A western Kansas school district is butting heads with the State Attorney General's Office after the AG blocked millions of dollars in school bond funds based on a 2023 election law.

Greeley County, located along the state border with Colorado, has only one school district for the entire county. In May, voters in the district approved a $4.6 million school bond to pay for renovations and new construction in the state's least populous county.

Kansas Attorney General Kris Kobach's Office has refused to approve the funds, citing a 2023 election reform bill that requires county election officials to publish notice of an election three weeks in advance on a county website in addition to a traditional newspaper notice.

Greeley County does not have a website. County Clerk Jerri Young says the county had no way of knowing about the school bond vote. State law does not require counties to have a website.

Greeley County is waiting to see if the Kansas Legislature will change the law during the 2025 session, but it has not ruled out legal action or another election.

KS December Tax Collections Surpass Estimates

December tax collections for the State of Kansas surpass expectations.

The State of Kansas ends December 2024 with total tax collections at $1.1 billion. That is $66.7 million, or 6.3%, above the estimate. Total tax collections are up 8.1% from December 2023. Collection totals for individual income tax and corporate taxes were both well above estimates and also more than in the previous year.

Kansas Health Officials Say Public Risk of Avian Flu Remains Low

The risk of Avian Flu to Kansans remains low.

That's the latest from officials with the Kansas Department of Health and Environment. However, KDHE also says people should practice caution around wild birds and backyard poultry because reports of the virus have been increasing nationwide.

The avian flu is primarily an infection of wild birds; however, in the ongoing outbreak beginning in early 2022, numerous animal species have been infected including domestic poultry, dairy cattle, wild carnivores like skunks and raccoons, and domestic cats. The virus is spread by migratory waterfowl, primarily ducks and geese.

KDHE Chief Medical Officer Dr. Dereck Totten says there has been no person-to-person spread and the risk to public health remains low.

Missouri Driver Arrested for Speeding and Playing Video Games

Don't drink and drive.... don't text and drive. Those are all too common statements to remind drivers to be at their best when behind the wheel. But, don't drive and play video games?

A driver caught speeding at 107 miles per hour on Interstate 35 in Clay County, Missouri, was playing video games while he was behind the wheel.

The Claycomo Police Department says the incident took place December 27th; the driver, whose name has not been released, was distracted and didn’t see an officer in a nearby lane. The driver also had a suspended license.

A court date and charges are pending against the driver.

The incident took place just a few days before the grace period ended in Missouri, which allows law enforcement to issue fines for violations like texting while driving. The law prohibits holding a cellphone, sending or reading text messages, and recording or streaming videos while driving. Those caught face a $150 fine for the first offense, with fines rising to $500 for repeat offenses.

***** Update 7 p.m. *****

A winter weather advisory has been issued for southeast Kansas which includes Elk, Wilson, Neosho, Chautauqua and Montgomery Counties in the immediate KGGF listening area.

***** Original Story *****

The first winter storm of the year is on the way this weekend.

The latest from the National Weather Service indicates a greater chance for ice and snow than previously forecast, although impacts in the four states are not expected to be as severe as areas to the north. The storm is expected to start Saturday morning with rain and a wintry mix, then transition to snow by Sunday around noon for southeast Kansas. The greatest storm chance is in Kansas and Missouri, but northeast Oklahoma could see a 40-60% chance of minor impacts from blowing snow, with northwest Arkansas seeing the least chance of a storm.

Counties along the Kansas-Oklahoma line have a very low chance of any snow or ice accumulation at this time, with Chanute and areas to the north and west seeing a better chance of winter weather. The forecast is still uncertain as to where the freezing line sets up across southern Kansas. In addition, low clouds through the day could prevent locations from rising above freezing specifically along the U.S. Highway 54/400 corridor.

In the wake of this weekend's storm, wind chills Monday morning are expected to be below zero for the area, with nighttime lows making it down to the single digits by Monday night, lasting through the middle of the week.

Arkansas State Lawmakers Want Answers About Proposed Prison Facility

State lawmakers in want some answers about a proposed 3000-bed state prison to be built in northwest Arkansas.

State Senators Bryan King of Green Forest and Gary Stubblefield of Branch are urging the Judiciary Committee to hold hearings regarding the prison when the Arkansas Legislature convenes on January 13. The duo say they want to investigate the state's role in the land purchase in Franklin County.

The original proposal by the state was to build the prison facility for $470 million dollars. Some legislators say, based on what other states have done, that the price seems to be less than half of what the estimate should be.

King says he believes the project impacts the lives of people in Franklin County and should be treated as a high priority for Arkansas lawmakers.

Helpful Kansans Aid Broke-Down Movers

The news is often full of stories about the worst of humanity, but sometimes, the better angels of our nature have a chance to shine.

That's true of a story recently posted in the Facebook forum Weird Pictures and News. A user named Shawn Keller recently posted a story about his family's move from Missouri to Colorado. While crossing Kansas on I-70, the moving truck they had rented containing all of their possessions broke down near Salina. Shawn states that their moving company made them wait three hours and provided little help, so he decided they would rent another truck in Salina and be on their way. However, they would also have to unload and then reload the more than 200 boxes of their stuff.

At that moment, two Salina men stopped and asked if they needed help. The grateful couple said, yes, they did. The Good Samaritans then called some of their friends and 7 more men arrived to help. They had the boxes loaded into the new truck and the family on the way to their new home in less than 30 minutes.

Keller stated that the generous men restored his faith in humanity and ended his post by saying, Whatever you are doing in Kansas, the way you are raising your children, caring for the community and even strangers, please don't stop.

Area Police Warn of Jury Phone Scam

Kansas Police Departments are warning of a phone scam circulating in the area.

Derby Police say they have gotten numerous complaints about a phone scam in which the caller tells the recipient that they have missed an appearance for federal jury duty and that a warrant has been issued for their arrest. The caller then wants the victim to make a bond payment over the phone.

Derby police say that is someone pressures you to stay on the phone until a payment is made, that is a huge red flag. Officials advise the public to ask questions and verify information. Do not send money through a payment app and do not share credit card information or gift card information for the purpose of paying a bond.

If you receive a call like this, police say you should hang up and call your local police department.

While police do sometimes call people who have active warrants, it is a rare occurrence. Police encourage citizens to research information to make sure it is legitimate.

Federal Grant for Kansas to Improve Crash Data Collection

The State of Kansas is set to receive a $2.6 million federal grant to improve crash data collection.

The Kansas Department of Transportation will receive the grant money to improve and modernize the current system for reporting and collecting data from car accidents across the state. The current system receives reports from the Kansas Highway Patrol's Kansas Law Enforcement Reporting System. However, nearly half of all crash data must be entered manually due to system incompatibilities with many local law enforcement agencies. The funding will enable the Kansas Crash Data System to be rebuilt and integrated with local systems statewide. The project also includes the distribution of 1,000 driver’s license scanners to law enforcement to encourage greater adoption of electronic reporting.

The grant comes from the State Electronic Data Collection Program awarded through the National Highway Traffic Safety Administration.

Montgomery County Considers Future Road Improvement Projects

Montgomery County is looking ahead to future road improvement projects in the county.

Public Works Director Brandon Beurskins says two of the projects up for consideration would continue two previous projects near Coffeyville and Independence.

Those projects would be slated for work in 2027 if they could be funded by a grant from the Kansas Department of Transportation. The county had applied for grant money for the projects last year, but the application was denied by the state.

One/Another project up for consideration would be repairs made to County Road 2800, just north of Coffeyville. Commissioner Robert Bever says the section of that road between the Coffeyville Industrial Park and the CVR refinery gets a lot of wear and tear from big truck traffic.

Beurskins said that project might not be as likely to receive grant funding because it is not considered a major roadway by the state. However, he added that Public Works would conduct a traffic study in that area to provide statistics for the grant application.

OK Turnpike Toll Hikes Go Into Effect New Year's Day

Starting today, drivers on Oklahoma turnpikes will see a 15% increase in tolls.

For the typical turnpike user and Pikepass customer, the increase will amount to about 1-cent per mile. Across Oklahoma, turnpike users will now pay an average of about 7 cents per mile. Starting in 2027, rates will increase by 6% every two years in order to keep up with inflation. The turnpike system does not receive state tax appropriations with toll revenue serving as the only source of funding for operations, maintenance and debt payment.

The Oklahoma Turnpike Authority says the increased tolls were needed to generate revenue needed for improvements and to meet financial obligations under the Enabling Act and Trust Agreement.

Also, beginning today, to simplify the tolling process, the classification of vehicles has been reduced from five toll categories of vehicles to three categories of vehicles: small, medium, and large. These classifications are still based on the number of axles on a vehicle traveling through the turnpike system.
