Fight Over a Salina Mural Continues on Appeal

The legal battle over a mural on a Salina business continues on appeal.

The City of Salina is appealing a recent ruling by a federal court that the Cozy Inn can finish painting its mural on the exterior of the restaurant. The city ordered the project to stop in 2023, saying violated local sign rules. Owner Steve Howard then sued the city in 2024 with the help of the Kansas Institute for Justice. A federal judge ruled in Howard's favor in the case in November of this year.

An attorney for the City says the cost of the appeal will not exceed another $70,000. The city has already spent around a half million dollars on the lawsuit.
