A registered offender is arrested and facing charges for multiple registration violations in Parsons.
49-year-old Matthew Carlin appeared in Labette County District Court following his arrest for multiple violations of the Kansas Offender Registration Act. Carlin is a lifetime-registered sex offender due to a conviction for sexual assault of a child in Texas. He was charged with five counts of violation of offender registration. In June, Carlin failed to complete his mandatory quarterly registration. A compliance check on July 14th at Carlin’s registered address revealed that the residence was abandoned and secured with a realtor’s lock.
Carlin had been evicted from the residence in late Apri and had ended employment at a local business in May. Carlin failed to report both changes within the legally required three business days and subsequently missed his June quarterly registration, which are all violations of his sex offender registration. Carlin was later located and arrested in Taney County, Missouri, where he was taken into custody.
