A Parsons man is arrested for multiple violations of the offender registration act charges.
The Parsons Police Department has arrested 35-year-old Arthur Lee Scott and he is facing one count of aggravated violation of offender registration and nine counts of violation of offender registration. Scott is a lifetime registered Sex Offender due to two separate sexually motivated convictions. He was convicted and sentenced in 2011 of unlawful voluntary sexual relations with a child between the ages of 14 and 16, and in 2014 of aggravated indecent solicitation of a child under 14. Both convictions require Scott to remain registered as a sex offender for the rest of his life. He is currently on parole for both offenses, as well as for a prior conviction in 2013 for violation of offender registration.
While Scott had been registering quarterly as required, the PROP investigation identified that he had failed to comply with several other registration requirements. At around noon today, a PPD officer made contact with Scott at his residence to address the compliance issues. Scott initially resisted and fled on foot, but stopped after a short distance and complied with officers’ commands to surrender.
