The Kansas Bureau of Investigation and the Cowley County Sheriff's Office have arrested an Ark City man on charges of rape and other crimes committed against a minor.
On Wednesday morning, agents and deputies arrested 40-year-old Brian Black at his residence in Arkansas City. The arrest stems from a 2023 complaint that Black allegedly raped a 16-year-old female.
Black was booked into the Cowley County jail and faces multiple charges including rape, sexual battery, and abuse of a child. His bond has been set at $500,000.
