The City of Coffeyville is offering open enrollment during the month of March for the Average Monthly Payment Plan for utility bills.

 This plan will minimize seasonal variations in utility bills. Customer payments will still vary each month as they are based on a 12 month rolling average. Monthly bills will still show actual consumption. Residential customers who have been at their current address for at least 12 months are eligible.
