A Noel man has been arrested after a dog was found with an arrow in its head.

 The investigation began on February 23, when a report of the dog with the arrow was taken by the Noel Marshal's Office. Authorities said probable cause was hard to establish then because tips received could not be backed up with evidence. Enough evidence was obtained Wednesday, and 40-year-old Jeffery Howard was arrested on a charge of animal abuse.

 Howard later said he got mad when the dog wouldn't come to him, so he shot her. The dog recently had puppies. Mom and all pups are doing well.
