A program is available to Kansas residents to help with the costs of water, sewer, and trash payments. The City of Independence says the criteria are based on the HUD model for Extremely Low-Income Limits. The deadline to apply for utility payment hardship rates is January 31st. Even if you are already participating in the program, you must reapply every year.
