Governor Laura Kelly has signed House Bill 2016 after it passed both the house and the senate last week. Rep Jim Kelly says this bill limits the governors powers when it comes to COVID-19 response.

Kelly says Kansas will get about $1.2 billion in federal assistance for the pandemic and this bill puts in a legislative oversight on how those funds are spent.
