Panel Recommends Censure and Coaching for Montgomery County Judge

A disciplinary panel has recommended to censure a Montgomery County judge over his behavior and foul-mouthed outbursts. On Friday, the panel concluded that F. William Cullins violated central judicial canons of independence, integrity and impartiality. The recommedation, which also includes that Cullins should receive professional coaching, will be sent to the Kansas Supreme Court to ultimately decide his fate.

Should the Supreme Court agree with the panel's recommendation, Cullins will not be kicked off the bench. He was elected to serve on the bench in 2006.
