Legislative redistricting takes place every decade in accordance with the United States Census. The Kansas House and Senate Committees on Redistricting held listening tours around the state to listen to the public's comments and concerns about the process. Representative Jim Kelly says it would have been better to hold these first round of meetings after the census data was released.
Representative Kelly says the plan is to have one representative and senator per city as opposed to dividing up the cities. As of right now, Representative Kelly represents all of Coffeyville but shares Independence with Representative Doug Blex.
